Systematic Literature Review on Emotions and Policy Framing

Bassoli, Matteo and Khaizabekov, Kazbek (2026) Systematic Literature Review on Emotions and Policy Framing. [Data Collection]

Collection description

This dataset contains the final corpus of 81 peer-reviewed journal articles (published between 1990 and 2025) identified through a systematic literature review following the PRISMA protocol. The data supports a thematic analysis of how emotions interact with policy framing, categorized into three primary roles: strategic use (emotions embedded in frames), reactions (audience responses), and mediators (emotions translating frames into behaviour). Attached the RIS file used to create the sample.

Data collection method: We collected a total of 9,783 records (Scopus: 3,309, WOS: 3,770, and EBSCOHost: 2,704). Subsequently, 4,373 duplicates and accidentally included non-English items were removed from these datasets, leaving 5,410 articles. After deduplication, we proceeded to the screening process, which was conducted in two consecutive stages: (1) title screening and (2) abstract screening. During title screening, we excluded 4,026 records. In the next stage, the abstracts were reviewed and 1,143 additional items were eliminated. The screening process was based on the previously defined inclusion criteria: the article had to address emotions and policy framing. After screening, the corpus of the remaining articles (n = 241) was ready for eligibility check, through full-text reading. We discarded 160 studies in this phase. In the eligibility phase, we add the exclusion criterion: the article had to address the link between emotions and framing in a policy context, not only mention the two or discuss those issues separately. The final corpus, therefore, consists of 81 journal articles. In line with the PRISMA approach, this stepwise process offered a systematic narrowing of the corpus based on predefined inclusion and exclusion criteria.
